Bandar is a crime thriller drama of Samar Mehra (Bobby Deol), a 50-year-old struggling actor, once enjoyed moderate success on television but continues to chase his dream of making it big in films. To make ends meet, he performs in stage shows. His life takes a dramatic turn when he is arrested on charges of raping Gayatri (Sapna Pabbi), a woman with whom he had a brief relationship. While Samar admits they were once involved, he claims he cut off contact after she began behaving unpredictably. As the case unfolds, Gayatri and her legal team present a strong case in court, while Samar finds himself at a disadvantage. Sent to judicial custody and transferred to Taloja Jail, he is thrust into a harsh world marked by deplorable living conditions and constant scrutiny from fellow inmates because of the nature of the allegations against him. Whether Samar is truly innocent or guilty, and how he navigates this ordeal, forms the rest of the film.
