Mulzim is an action drama. The movie follows the story of a young man named Vijay Kumar (Jeetendra), who lives in a village. He decides to change the lifestyle of the people in the village by building a hospital there, with the help of Dr. Rekha (Kimi Katkar), with whom he is in love. Rekha suggests he take the permission of the District collector to build the hospital on a vacant area, but the local Zamindar Ranjit (Suresh Oberoi) wants to build a cinema hall over there. Thus, he frames Vijay for the murder of Sheetal. Vijay is arrested, tried in court and sentenced to prison, but he escapes the prison to prove his innocence. Will Vijay succeed in proving his innocence and finding the real culprits?
